Hon. Aden Noor AliCHAIRMAN

Hon. Aden Noor Ali, MBS, is an accomplished public servant with a strong track record in governance, leadership, and education. He has served for over six years as a Director of the Transport Licensing Appeals Board and is the immediate former Chairman of the National Transport Safety Authority (NTSA) Board, where he played a key role in shaping transport policy and promoting road safety in Kenya.

Hon. Aden holds a Bachelor’s degree in Education from Kenyatta University, an Executive Master’s degree in Leadership and Management from Moi University, and a Master’s degree in Tribunal Administration from the Foundation of Administrative Justice in Edmonton, Canada. His impressive academic background is complemented by 20 years of teaching experience, reflecting his unwavering commitment to education, mentorship, and institutional capacity-building.

Beyond public service, Hon. Aden serves as the Chairman of Ropisa Foundation, a community-based initiative focused on youth empowerment through skills development and job creation. His leadership continues to impact lives, especially in promoting practical training and employability among young people across the country.

Ms. Carolyn C. RuttoMEMBER

Ms. Carolyn C. Rutto is a dedicated labour leader and public service professional with extensive experience in advocacy, social dialogue, and stakeholder engagement within the trade union movement. She currently serves as a Member of the National Industrial Training Board (NITB), representing the Central Organization of Trade Unions – Kenya (COTU-K).

Ms. Rutto holds a Certificate in Public Relations from the Regional Government Institute (RGI), a P1 Teaching Certificate from Kericho Teachers Training College, and pursued MBChB studies at the University of Nairobi, reflecting a multidisciplinary background that spans education, healthcare, and communication.

In her leadership journey, she has served as the 2nd Assistant Secretary General at COTU (K), contributing to national policy advocacy and the advancement of workers’ rights. She is a member of the General Wages Council and serves on the Reconciliation Committee, playing a key role in dispute resolution and wage advisory.

Ms. Rutto also represents workers in several national consultative forums, including the Counter Trafficking in Persons Advisory Committee (CTIP) and the National Advisory Committee on Persons with Disabilities, where she champions inclusion, protection, and equity for vulnerable groups.

She serves as the Assistant National Women Leader of the Kenya Electrical Trades and Allied Workers Union (KETAWU), advocating for gender empowerment and greater participation of women in union leadership.

Since 2019, Ms. Rutto has worked with Kenya Power as a County Revenue Collection Coordinator and Relationship Officer, where she supports stakeholder engagement and customer service delivery.

Her experience, commitment to social justice, and leadership across diverse platforms make her a valuable contributor to NITA’s mission of advancing workforce development and inclusive training in Kenya.

Mr. Samwel B. MayakaMEMBER

Mr. Samwel Mayaka is a seasoned engineer and dynamic leader with multifaceted experience spanning business leadership, sales and marketing, technical product management, and entrepreneurship. He has held senior leadership positions across the oil and automotive industries, with a track record of driving growth and operational excellence and has made significant contributions to private sector growth and innovation over the last 20 years.

He holds a Bachelor's degree in Mechanical Engineering and a post-graduate certification in marketing practice. In addition, he has completed a range of local and international training programs in leadership, governance, audit, strategy and various industry-specific business and technical fields.

Mr. Mayaka is deeply committed to impactful and servant leadership. He is a strong advocate for meritocracy and ethics and is passionate about youth empowerment. His approach combines strategic insight with a passion for developing talent and delivering value-driven results.

Mr. Mark J. Obuya, EBS, MCIArb,MEMBER

Mr. Mark J. Obuya, EBS, MCIArb, is a highly accomplished legal and governance professional with extensive experience in the labour, insurance, and financial sectors. He currently serves as a Member of the National Industrial Training Board (NITB), representing the Federation of Kenya Employers (FKE). He also chairs the Labour Sector at the Kenya Private Sector Alliance (KEPSA), where he plays a strategic role in shaping labour policy and strengthening stakeholder collaboration within the private sector.

Mr. Obuya has held numerous senior leadership roles, including serving as the National President of the Federation of Kenya Employers (FKE) and the Chairman of the Association of Kenya Insurers (AKI). His wealth of experience is reflected in his board service at several major institutions, such as the Board of Trustees of the National Social Security Fund (NSSF), the National Syndemic Diseases Control Council, the National Bank of Kenya Limited, the National Labour Board, and the Insurance Training and Education Trust (College of Insurance). He also served as President and Director of the Insurance Institute of Kenya.

Mr. Obuya holds a Master of Laws (LL.M) and a Bachelor of Laws (LL.B), along with a Diploma from the Kenya School of Law. He is a Chartered Insurer, a Certified Trustee, and a registered Patent Agent with the Kenya Industrial Property Institute (KIPI). In addition, he is a Member of the Chartered Institute of Arbitrators (MCIArb), with a strong foundation in arbitration and dispute resolution.

In recognition of his exemplary service and contributions to national development, Mr. Obuya was awarded the Elder of the Order of the Burning Spear (EBS) by the President of the Republic of Kenya. He continues to be a respected voice in promoting good governance, ethical leadership, and institutional excellence across Kenya’s public and private sectors.

Mr. Wesley K. SieleMEMBER

Mr. Wesley K. Siele is a seasoned Human Resource and Governance expert with over two decades of experience in both the private and public sectors. He currently serves as the Chief Executive Officer of the Agricultural Employers Association (AEA) — the largest private sector network in Kenya’s agricultural industry, representing over 250 agribusinesses.

In his role at AEA, Mr. Siele oversees the strategic and operational management of the organization, ensuring the efficient delivery of its mandate and the prudent utilization of resources. His leadership has significantly contributed to strengthening industrial relations and workforce development in the agricultural sector.

Mr. Siele brings a wealth of hands-on experience, having worked with renowned organizations such as James Finlay Flowers Limited, where he managed human resource functions for over 2,600 employees, and Friendship Container Manufacturers, where he served as Head of Human Resources. He began his professional journey at Kenya Railways Corporation in 1995.

In addition to his executive role, Mr. Siele holds several prominent leadership positions. He is a Board Director at the Federation of Kenya Employers (FKE) and a Member of the Floriculture Wages Council.

Mr. Siele holds a Master of Business Administration (MBA) from Jomo Kenyatta University of Agriculture and Technology (JKUAT), a Postgraduate Diploma in Human Resource Management, and a Bachelor of Arts (Honours) degree from Karnatak University. He is also a trained Mediator and a recognized expert in Governance and Leadership.

He currently represents FKE on the National Industrial Training Authority (NITA) Board, where he contributes to advancing the national skills development agenda.

Dr. Rachel M. Monyoncho (PHD)MEMBER

Dr. Rachel Monyoncho is a distinguished Human Resource and Governance professional with over 30 years of progressive experience across both the private and public sectors. Her career spans a diverse range of industries, including Pharmaceuticals, Manufacturing, Fast-Moving Consumer Goods (FMCG), Technology, and Security.

She has held senior leadership roles, notably serving as the Regional Human Resources Director for Eastern Africa at Coca-Cola Sabco and G4S, overseeing operations across seven countries. Throughout her career, she has contributed significantly to organizational development, talent management, and strategic governance.

Dr. Monyoncho has received extensive training both locally and internationally in Human Resources, Adult Learning, Internal Audit, Leadership, and Corporate Governance. She has served on several boards, including CIC Life Insurance and the National Health Insurance Fund (NHIF), and currently serves as a Board Member at the Federation of Kenya Employers (FKE) and the National Industrial Training Authority (NITA).

She holds a Bachelor of Science degree in Biological Sciences, a Master of Business Administration (MBA) in Strategic Management, and a Doctor of Philosophy (PhD) in Business Management, specializing in Organizational Theory and Behavior.

In addition to her academic credentials, Dr. Monyoncho is a Certified Behavioral Coach, a Certified Personality Assessor, and a Certified Emotional Intelligence Survey Tool Practitioner. She is deeply passionate about nurturing talent and empowering individuals to realize their full potential.

Rev. Brother Joel Kandie Chebii, OGWMEMBER

Rev. Brother Joel Kandie Chebii, OGW is a seasoned trade unionist and advocate for workers' rights, with a distinguished career in labour leadership and vocational training. He currently serves as a Member of the National Industrial Training Board (NITB), representing the Central Organization of Trade Unions – Kenya (COTU-K). He is also the Vice Chairman General of COTU (K), where he plays a key role in shaping national labour policies and championing social dialogue.

Rev. Brother Chebii’s commitment to worker representation spans several decades. From 1995 to 2000, he served as the National General Secretary of the Tailors and Textiles Workers Union, after previously holding the position of National Chairman between 1986 and 1990. Earlier, from 1986 to 1989, he was elected as the Assistant National Treasurer of the same union while also serving as a Board Member of COTU (K).

His dedication to education and skills development is evident through his academic and professional qualifications. He holds a Higher Diploma in Entrepreneurship Education in Kenya and a Diploma in Vocational and Technical Training of Trainers, both awarded through the International Labour Organization (ILO). In addition, he holds a Diploma in Theology, reflecting his strong ethical grounding and commitment to service.

In recognition of his lifelong dedication to labour advancement and public service, Rev. Brother Chebii was awarded the Order of the Grand Warrior of Kenya (OGW). His leadership continues to influence labour reforms, vocational training, and the empowerment of Kenya’s workforce.

Mr. Francis B. Wangara, MBSMEMBER

Mr. Francis B. Wangara, MBS, is a seasoned trade unionist and workers’ rights advocate with extensive experience in labour relations, workplace representation, and social dialogue. He currently serves as the General Secretary of the Kenya Union of Sugar Plantation Workers, a position through which he champions the rights and welfare of workers in one of Kenya’s key agricultural sub-sectors.

He is also the First Signing Trustee of the Central Organization of Trade Unions – Kenya (COTU-K) and has served for many years as an Executive Board Member of the organization, contributing to national labour policy and advocacy.

Mr. Wangara is a trained Paralegal and holds a Diploma in Trade Union Training from the International Training Centre of the ILO (ITC-ILO), Turin, Italy. His training focused on International Labour Standards (ILS) and the ILO Declaration on Fundamental Principles and Rights at Work, as well as its follow-up mechanisms — further strengthening his capacity to promote decent work and labour rights.

He began his career at Mumias Sugar Company, where he rose through the ranks of workplace trade union leadership, gaining firsthand experience in representing workers and fostering industrial harmony.

Mr. Wangara has served on several boards, including as a Member of the Advisory Board at the Ethics and Anti-Corruption Commission (EACC) and as a Board Member of multiple secondary schools, including Khaimba Secondary School and Shiakhulu Secondary School, where he has promoted education and youth development.

In recognition of his contributions to labour rights and public service, he was awarded the Moran of the Order of the Burning Spear (MBS) by the President of the Republic of Kenya.

Mr. Wangara represents COTU-K on the National Industrial Training Authority (NITA) Board, where he brings a strong voice for workers and actively supports the development of fair, inclusive, and effective skills training systems in Kenya

Ms. Millicent MuliMEMBER

Ms. Milicent Muli is a dedicated public servant and experienced labour professional currently serving as a Senior Deputy Labour Commissioner at the Ministry of Labour and Social Protection. She represents the Ministry as an Alternate Board Member on the National Industrial Training Authority (NITA) Board, bringing with her a strong background in labour policy, workforce development, and public administration.

Ms. Muli holds a Master of Arts degree in International Studies and a Bachelor of Arts degree, both from the University of Nairobi. She also possesses a Higher National Diploma in Human Resource Management, underscoring her commitment to effective people management and institutional development.

In her role at the Ministry, she has been instrumental in promoting fair labour practices, social dialogue, and policy implementation in alignment with Kenya’s employment and skills development agenda. Her expertise enhances the Authority’s ability to deliver on its mandate of coordinating and regulating industrial training across the country.

Ms. Muli brings a strategic perspective to the NITA Board, supporting initiatives aimed at strengthening technical skills, improving training standards, and aligning workforce development with national socio-economic goals.
